16-year-old Brenda Ann Spencer, who fired at children in a school playground at Grover Cleveland Elementary School in San Diego, California on 29 January 1979, killing two adults and injuring eight children and one police officer. Spencer showed no remorse for her crime and her full explanation for her actions was “I don’t like Mondays. This livens up the day”.

First using ADSIedit.msc dig down into CN=Computers( or OU=Domain Controllers if you’re naughty), find the system and verify that Authenticated Users have read permission for CN=DFSR-LocalSettings. If not give it to them.
Then from the command prompt in %windir%System32wbem
mofcomp dfsrprovs.mof
net stop winmgmt
net start winmgmt
net start iphlpsvc
net stop dfsr
net start dfsr
And for good measure go ahead for force a Group Policy Update(gpupdate /force)
After all this run another health report. If this doesn’t help try the next google result.
