First using ADSIedit.msc dig down into CN=Computers( or OU=Domain Controllers if you’re naughty), find the system and verify that Authenticated Users have read permission for CN=DFSR-LocalSettings. If not give it to them. Then from the command prompt in %windir%System32wbem mofcomp dfsrprovs.mof net stop winmgmt net start winmgmt net start iphlpsvc net stop dfsr net …
